The vacancy
The Commonwealth Secretariat seeks to appoint an Adviser and Head of International Trade Policy Section in our Trade, Oceans and Natural Resources (TONR) Directorate. The TONR Directorate is one of the three Programme Directorates of the Commonwealth Secretariat. It is responsible for delivering on two strategic outcomes: Effective trade policy, increased competitiveness and co-operation; and sustainable, equitable, transparent, and effective management, governance, and use of the ocean, energy, and natural resources. A significant part of the Directorate’s work is of a consultancy and advisory nature, delivered through a combination of in-house and external expertise.
Reporting to the Senior Director of TONR, you will be responsible for leading the International Trade Policy Section in providing analysis and policy advice to Commonwealth developing countries and regional organisations on the development of strategies, methodologies and programmes for their more effective participation in the multilateral trading system. You will lead the preparation of and be responsible for delivering flagship Commonwealth trade publications; provide specialist professional inputs and strategic advice in formulating and negotiating trade policy; provide lead advice and support at a senior level to governments to facilitate national and international consensus in fostering multilateral trade; lead high-level advisory/global advocacy missions to promote the role of trade development; and manage the Section, supervising the work of the staff.
The successful candidate will have a post-graduate degree in Economics or a relevant post-graduate degree with strong Economic components. A minimum of 10 years’ experience and proven extensive expertise in international trade policy analysis, including dealing with quantitative data and empirical techniques, formulation and management in developing countries; and a working knowledge and familiarity with the WTO, regional integration arrangements involving Commonwealth members, and new and emerging issues on the global trade agenda. A Ph.D. in International Trade/Economics and previous experience and familiarity with trade-related issues, processes and institutions of Small States and LDCs is desirable.
